The Chinese have been using cyrogenic upper stages for years
dating back at to their CZ-3 booster which first flew in 1984. Over the years, they've evolved and improved the CZ-3 series and have had a pretty successful track record with them.
CZ-3 - 13 launches, 2 failures (both 3rd stage failures)
CZ-3A - 6 launches, 0 failures
CZ-3B 5 launches, 1 failure (1st stage)
The CZ-4 family used a storable liquid 3rd stage, but it was intended for launching LEO satellites.
CZ-5 boosters use Kerosene/LOX for the lower stages and LH/LOX upper stages.
