PLANS (another dirty word) were underway for a Mars Sample & Return. Now that program has been specifically taken off the board by NASA management.
The X-33 gorecraft was funded and just barely beginning to slip its schedule.
Rotary, Beal, etc. were in their heyday. Commercial space access was "just around the corner" in the new decade.
And yes, a Martian aircraft was PROPOSED back then too.
