I agree whole heartedly. It needs to be safe. But the nervous Nellys think no nukes at all is safe - for any purpose.
Nuke rockets need hardened fuel elements , even engine components capable of independent re-entry. Challenger and Columbia re-emphasise that need for strong components that won't turn into dust during catastrophic failure.
But none of that will suit the looneys.

PS We also need crew escape capsules that can re-enter independently of the main RLV. Both crews would've survived if that had been implemented.
