Sure, IF IT WERE BUILT.
But the effort to buil;d it and launch all that material into orbit, or bring a carbonaceous chondrite into GEO and spin the ladder to the stars would take somewhere approaching one million launches. (or perhaps only 10,000, but certainly a whole shit load)
In the course of this, many more accidents would happen.
yes, the future would then be different but we ain't in the future yet.
