Orbit restrictions
Does anyone out there know enough about planned non-ISS Shuttle missions to be able to tell if any of them would be impossible if they were not launched into the ISS orbit? I can think of a few factors right off the bat: launching satellites that have to go into other orbits, Hubble repairs, and sun-synchronous missions like this last one.
