Which is it the Moon, Tides, Wind or Angular Momentum?

Seems like there's agreement that the Earth is slowing but no one can agree on what is causing this to occur.

Causes:
The tides are causing the slow down.

The Moon is causing the slow down.

The wind is causing the slow down.

Angular Momentum is causing a slow down.
