Some clarification please for an ignoramus

I'm a little confused and frankly I'm having trouble believing my eyes when I read the the press release, as it seems like a dream come true. This private space program of Rutan's that includes an airborne launcher and separate spacecraft comprises actual, functioning, tested, flight/spaceworthy hardware, not just mock-ups? So this is a >>complete<< private launch system that is ready to put men into orbit NOW or within a year like Shenzhou, Soyuz or the Shuttle?
