That precludes the use of the shuttle to do repair missions to the HST. It is clear there is no way to go to the HST and the ISS in the same mission. As has been pointed out in one of Larry’s posts it would take at least twice as much fuel than the shuttles is capable of carrying to get from STS-107s orbit to the ISS. It would be even more so from the HST orbit which is even more different from ISS than was STS-107.
