Shuttles to steer clear of URBAN sites.....

While on re-entry , powerhead found at golf course from Columbia disaster made misson planners re-evalute re-entry track to avoid major population centers.....Would work for Vandenburg landing, but would shuttles take a more southern track for KSC?
