You're right
Land ownership has been the single largest stumbling block to Russia making a successful go at capitalism. After 70 years of indoctrination into the evils of land ownership it is remarkable in some ways that it only took 10 years to make it legal again. Agricultural land is even more hallowed in socialist philosophy thus it may be some time before there is private ownership there.
Another big stumbling block has been the lack of any business law codes to protect the interests of investors and entrepreneurs. Interesting how in one area where government is actually needed it is totally lacking.
