The problem with putting it on hold is that stops the research and development that would make NMD a reality.

Larry has pointed out in some detail the current untested status of the system. We may be looking at 10 years to deploy a reliable system. If we put it on hold we will be looking at the same ten years ten years from now.

If you recognize the ever changing nature of global politics, development seems like a good idea
