in recent years including airdrops to refugees. Many of these missions took place in the former Yugoslavia. I'm confident the lessons learned will be incorporated into these humanitarian efforts. I'm also confident that Bush's team is listening to the military on matters like this.
I am concerned about dropping supplies to refugees within Afghanistan, and there are millions of them according to reports, without any form of distribution control on the ground. That could turn into mayhem as different tribal groups fight for control of the food. We may need to urge neighboring countries like Pakistan to relax their restrictions on the borders so we can coordinate with the Green Crescent (Islamic version of the Red Cross). However, countries like Pakistan are understandably worried about terrorists slipping across their borders with the refugees. It's extremely important that we provide a great deal of humanitarian assistance, but we have to do it in a way that doesn't make things worse.
