Afghanistan has been battered by more than 20 years of war. Those 8 million refugees are not our enemy. However, if they come to see us as the cause of their suffering, they will become our enemies. Many terrorists in the past came from refugee camps where they had no hope of a future. If we can both target bin Laden and the Taliban and airdrop critical food supplies to the refugees (and we have the resources to do all that), I think that would go a long way to disproving the claim that we're at war with Islam. Winning the hearts and minds of the refugees would go a long way towards undermining bin Laden's support.
