Radio announcement on my way in to work this AM stated the video was likely recorded a few days after the collapse of the World Trade Center, and set for release after a U.S. retaliation. The air about the message was too victorious, and doubtless missed the fact that there would be an international front placed against him, with no mention of current events going on in Pakistan -- and absolutely nothing regarding Great Britain's contribution to the strikes.
