Many Afghan refugees are also now scattered in Pakistan, Turkmenistan, Uzbekistan, Tajikistan... Keeping the refugees that still occupy the North part of Afghanistan will undoubtedly give them strength and hope to wait things out there... hopefully.
Something to keep in mind are the land minds that were placed and scattered throughout North Afghanistan in the late 80's during that country's war with Russia.
