An ABC News article describes how relatively inexpensive devices could produce EMPs (like those from nuclear explosions, not as powerful but still potentially damaging).
Wrecking semiconductor devices in business areas could cause a real problem. One more thing to watch out for, though apparently such devices using conventional explosives would have a limited range.
