I have no idea how, or even if, it works. Considering the work required to place the device out for testing (government permits, movement, construction...), though, implies there was some degree of functionality in the lab. I read the article in the Columbus Dispatch several years ago that was explaining why there was a huge, apparently blank, screen set up on I-270. I can find no reference for it on the web.
