What they need is a combination, simple telemetry via microwave or satellite transceiver; and also a video & sound recording system. The latter needs to be able to survive impact, perhaps using a bomb-shaped casing with a forward-facing slug made out of spent Uranium. The massive, armor-piercing, ground-penetrating slug would not slow down as quickly during a crash and would prevent potential damage to the flight recorder.
