Flawed analysis of the quote
The quote does not imply that terrorism is caused by tax cuts.
The quote does imply that we would be better able to deal with terrorism, if we had saved some of the surplus.
I'm betting that the president wishes he had a few spare billions, right now. There are a lot of checks to write.
