The secret word here is NON-CITIZENS. This applies only to people who are not citizens of the U.S.
This is deliberately glossed over by many who are upset by the Bush administration's approach (and the Bush administration in general. Dang, getting cynical again...)
Non-citizens in this country already possess far more rights and privileges than non-citizens would in any other nation. This is not overly draconian.
