Bush's plan to split the INS into two branches is an excellent idea

and it should help the US get much better control over immigration issues/problems.

It's basically a matter of good vs. bad immigration. Many people who come to the US are, or will become afer schooling, good, intelligent, hard-working, tax-paying immigrants who'll strengthen the country in so many ways. That's beneficial, obviously. They deserve an INS branch that will provide courteous, expedited service.

Others sneak in illegally or stay past their visa expiration dates, commit crimes and even terrorism. That's a big problem, and it clearly needs to be addressed. Here we need a tough, no-nonsense INS law enforcement branch, with all that that entails.

It makes no sense for the same governmental INS bureau to be handling these two very distinct classes of immigrants or foreign visitors to the USA.
