A proportionate military response is any response that results in the destruction of the enemy.

Lining up captured prisoners and executing them is not a military response. It may be an unfortunate human response to perceived treachery or it could be justifiable summary punishment for murder.

Either way, I am not losing any sleep agonizing about it.
