The Taliban leadership is thought to have escaped from Kandahar with millions of pounds.
Nine days after US bombing began, a mullah withdrew £3.5 million in US dollars and Pakistani rupees from a bank.
He presented a cheque signed by Mullah Mohammed Omar.
The cash was put in a flour sack and carried to a waiting Toyota Land Cruiser, the Washington Post reports.
A month later more than £4 million was withdrawn from the bank's Kabul branch and none of it has been seen since.
