One would have to be very foolish or very rich to try any kind of major weather modification experiment, since any bad weather that happened afterwards would be immediately blamed on you. How would you prove your "flapping butterfly" had nothing to do with a hurricane? A can of worms most scientists would just as soon keep closed.
