Sorry, did not mean to imply that a real scientific study of weather modification was not possible. What I meant was that in today's litiginous society that no one would be willing to take the risk. It has been established that climate changes in one area of the world can have odd effects in other areas, and if the El Nino is "adjusted" somehow, battalions of lawyers and their pet scientists will come out of the woodwork to lay every flood, drought, and golfer hit by lighting at the feet of the hapless weather scientists.
