Nick Fury is an agent of S.H.I.E.L.D. - a government organization not officially recognized, a character and creation of Marvel Comics circa (196?) - during the post James Bond era fascination with secret agents.
Nick rode around in a "heli-carrier" (a floating Pentagon/troop ship sort of) and fought the bad guys - this thing doesn't look anything like what he flew around in then - and must be some later version or parody or somesuch.
Only Tom, with his penchant for comic books would come up with such an image.
;-)
Seriously, carriers are far too expensive, too slow and far too vulnerable targets for practical solutions. They are like sitting ducks awaiting a rogue missile and require too much Arleigh-Burke class accompaniment to operate semi-securely.
I prefer investment in long-range craft and better in-flight fueling technologies and support craft.
Best wishes,
