Is this prisoner being held under the Geneva Accords or even something remotely similar?

It also called for returning Zaeef to Pakistani custody. Zaeef, who was the Taliban’s most-recognized spokesman, was deported from Pakistan to Afghanistan in early January and turned over to U.S. military forces. He is one of the highest-ranking Taliban officials in U.S. custody.

As for their treatment in accordance to 'The Geneva Accords', seems to me that the US has already been implementing those 'rights' and then some even without the label. Even with the label, most will be found guilty... either way. I heard on the news last night that the detainees seem to have already chosen or voted leaders among them and have been seen assembling together.

Something tells me that Mr. Pearl's captors know better than they claim.
