That's been part of the long-term problem

The law has not been applied equally to everyone. I remember back in 1984 when Jesse Jackson first ran for President. I was in Alabama at the time and saw campaign flyers advertising fund-raisers at black churches. Jackson appeared at the churches to make campaign speeches and raise money. That was against the law but no one did anything about it.

The black churches are often the center of their communities political operations in the South for long-standing historical reasons. These operations date back at least as far as the Reverend Martin Luthur King, Jr. and probably much earlier. However, there are limits under the law and they aren't being enforced. To even raise the issue is virtually guaranting you'll be attacked as a racist, to hell with the law.
