Voting Against the 1st Amendment

Tucking inside Washington Post article is this little tidbit:

Rejected, 237-188, a proposal by Armey that stated that nothing in the bill could violate the First Amendment.

Political advertising, even by special interest groups like the NAACP or NRA, is speech. This law will make it illegal for groups to air advertisements within 30 days of a primary or 60 days of an election.

What part of "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances” don’t they understand?
