My Representative didn't vote

I'd like to know why. Was he absent? I honestly don't know but I'd like an answer. If he wasn't sick then he should've been there. If he was there then he should've voted on the record. Sounds like Joel has some explaining to do. It would not have changed the outcome but that's completely beside the point.
