I was asking a question, not offering an interpretation.
But I probably was not clear; I am prone to that fault. Let me clarify.
The Bush administration seems to be saying that betwee 1864 and today, things have changed radically, concerning "terrorism". These changes are severe enough to require require modification of the Geneva Convention.
So my question: what changes are they referring to?
Maybe I'm wrong, but I doubt they are talking about technological changes.
