<For example: Is America to blame when American servicemen decide to rape a girl in a foreign country where they are based? Does it mean that America is evil and should be forced by the world to "change dramatically"?

If America was a religion and rape was part of the religious teaching (sorta like martyrdom against the West?), then yes, America would be to blame.

Is the KKK responsible for the lynching of blacks by its members, or is it just a neat club with a few bad eggs?
