I would not be at all surprised if this were deliberately leaked.
Think of it this way. You're one a them Axis of Evil typa nations that the lefties have shitfits over us specifying as such. You think, Hey maybe I can get away with having some fanatical hosers come here and plan some terrorist attack on the US. The US military is stretched too thin to "invade" me in retaliation. Whoops! I just realized that those crazy pissed off Americans have plans in place to nuke my sorry ass. Upon reflection, I think I'll ask these fanatics to go elsewhere for their mischief. And while I'm at it, I'm now "motivated" to take some action to ensure that none of my own citizens are planning any such terrorist actions on their own.
