How about this?
The possible avenues of groundwater and drinking water contamination are detected far before any contamination with damaging results is detected by tracing the travels of known substances in tiny amounts.
Communities have the opportunity to engage in long-range planning to avoid sources of contaminants as they develop their water supply infrastructure.
Women do this kind of preplanning all the time. It's called the Pap smear. If you catch it before it's cancer, that's better than waiting until you have a tumor. Think of this as a thyroid cocktail for the nation.
Knowledge is power. What we do with it determines what kind of power it is.
