Central location is what it's all about, and as you pointed out the infrastructure is already there - which saves $$$$.
Strategically, locating your commands as far from the coasts as possible, has always been a good idea.
The vulnerability of DC and of areas which are entry points for international flights has now been demonstrated.
It should help the local economy a tiny bit, too.
I think such a setup is long overdue. While not policing the nation, the military certainly has a role to play in defending its infrastructure.
