Terrorism

Terrorism is when you kill civilians--non-combatants--on purpose, seeking out civilian targets after planning for days, weeks, and months to specifically kill civilians, and acting on an official policy of your leadership to target and kill civilians.

Repeat: Terrorism is killing innocent men, women and children on purpose.

That civilians--non-combatants--died in the Israeli attack on the West Bank is unquestioned. But they were not the targets of preference, the military objective was not simply killing civilians, and frankly, if the objective had been wholesale slaughter the Israelis could have accomplished it much more easily with aerial bombardment and not used a single ground troop. The ground troops were an attempt to actually root out specific targets from the general population.

To make the two actions equivalent is to dilute the concept of terrorism beyond recognition.
