My guess is that its a rally the troops tape. You bring up a good point about how such a tape might cause the opposite effect when the troops realize that the tape is a Weekend at Binny's quality.

However, I doubt that will matter, remember who the troops are, these are religious nutcases who blindly follow their leader's orders to commit suicide bombings. I think it would take a LOT of convincing to make these programmed automotons believe that their beloved leader did not make those statements recently. I'm sure they are at ease believing that Binny is still running the war deep inside some bunker, laughing at the Great Satan and her might. I doubt anything could convince them otherwise.
