If Powell is the man that he is perceived to be, would he wallow in the situation described? If he is not the man we think he is and is actually ineffectual and equivocal, would he not be rightfully overruled

I wouldn't disagree that there seems to be some difference of opinion in the administration but it may be too early to call the policy "dead in the water". Violence has subsided somewhat in recent days and while the future is unclear, I would expect Powell to go public and even resign if his efforts are truly being undermined to this extent.

The question then becomes, If he remains silent under the circumstances described, is he truly a man strong enough for the job?
