Everyone picture this
The PLO puts together a well armed force and attacks a lightly defended Israeli settlement. Jewish troops are outnumbered and taking casualties. In an effort to hold off the PLO until help arrives they surround themselves with women and children as shields.
How do we think that would work out? <sarc>Man, I can almost smell the PLO frustration.<sarc>
The point is, some percentage of people would believe that human shields might be a deterrent against Jewish soldiers. No one in their right mind would believe that the PLO would hold their fire.
