Canary in the coal mine
If a Republican administration can't make any cuts in defense spending fat, then this is an unwelcome sign that they will be even less successful reining back runaway spending in the rest of the budget, which typically has much greater support from liberals.
Of course, there have been lots of signs of failure in that area anyway.
