Wasn't the use of Diesels in Cars effectively stopped by the government?

If I remember correctly, the government emmission rules were aimed in large part at killing the deisel powered car market.

P.S. Diesel Fuel can be made cleaner and almost as cheaply from Soy Beans. No need for OPEC.
