As a general rule, the huge amounts of toxins required to create a lethal dose in something as large as a reservoir make the operation very difficult. For botulism toxin, as an example, tankloads would be needed.
There may be something nasty enough that a small amount would poison a lake, but I'm no expert. A more likely scenario is penetration of some food facility and poisoning things at the source.
