Always consider the source (Tehran Times). I personally have nothing against Iran or its people, but they are not on the best terms with the US, and finding a free, nonpolitically oriented press in an Arab nation is a known rarity.
The piece cites AIP & AFP. I can find no sound reference for what AIP stands for, and l'Agence France-Presse (AFP) only lists the top stories of the day at their home page.
