Because it is evidenced that Hussein is already using various weapons of mass destruction, and testing them out on his own people.

I think these make him the larger immediate threat than Iran. You see, he is a known terrorist, and actually has a "desire" to kill, by any means at his disposal -- including your proposed Iranian weaponry.
