Theoretically you're right Tom...
The weak point in nuclear power plants is in fact the cooling system... if you can knock that out...........one way or another.......... you will have a very dangerous situation in virtually no time at all.... And modern nuclear power plants are supposed to be fail safe in that regard...
Except they are not....
I remember some years back reading about a US energy corp that had bought up part of our electricity generating industry.
They run a string of nuclear power plants across the US...
Apparently all Nuclear power plants require back up generators that kick in and keep the cooling system running if normal power fails.... and these back up generators have to be tested every six months or so... Seems this Corp didn'ty do the testing ( It cost a few hundred thousadns each time).. just falsified the records... when inspectors arrived on site and insisted the backups be tested in thier presence.. they failed to kick in.
There was also a major scandal associated with the same company over some senior company official who was going to be made the scapegoat... threatened to spill the beans.... climbed on the company jet to fly to Washington with a briefcase full of evidence.. and the plane was destroyed in mid air by a bomb.
Now this must have been mid 90's or earlier.
Anyway....Key parts essential to the safe running and\or shut down of a nuclear part are not all within the containment building....
Three mile Island happened in the US... Dounreay happened here....Chernobyl in the USSR.......there's no such animal as a failsafe nuclear reactor.
