The warlords they are ferring to are the guys withthe armed groups who will go and shake downpeople in a specific area, while providing some service to the area....whehter wanted or not, effective or not.
But you are right: without the Pashtun groups, there will be jsut another triggering of the civil strife that has made Afghnaistan a country in name only.
