It was not clear.
Everyone I know thought the l/t contracts were among the dumbest options available.
They were not bargains at the time.
Simply allowing the price spikes to come and go would have saved the people of Californiz a LOT of money, and would have prevented this crisis.
I am not attacking or denigrating California as California in this.
A politician naively seeking quick political solutions to l/t problems is not a California attribute, it is a human attribute.
