"*** Is this some kinda Irish/Scottish ethnic slur?"
Absolutely not!!! It's a cultural thing. For the Scots it's just prudent to not spend the money, because tissues are too fragile to wash. And for the Irish, it's an unnecessary expense. There's nothing wrong with sleeves or arms when everyone is doing it that way. Especially when a pint of dark ale can be had for about the cost of a months supply of tissue.
However, even in Ireland a huge honk onto the ground, with one nostril closed with a thumb, is not considered acceptable indoors.
Now, "Baby Wipes" is sort of a euphemism. They can be used to wipe babies, true, and there are other uses. Sort of like "toilet paper". It can be used to "paper" toilets - oh, hell. I forgot! Irish-Scot. No toilets, no paper. I'll try again.
Sort of like "Moving Vans". They aren't always "moving". The term is just a sort of description, not a limitation.
I apologize for what might have seemed a slur. I have nothing against the Irish or Scots. Some of my best friends are Irish or Scot. There's a setter on whose leg I pee whenever I get a chance, and a terrier with a great smelling butt just around the corner.
