A war-torn region is easy pickin's for slave traffickers, and their opening fire on military aircraft while passing a village that was celebrating a wedding may not be all that far-fetched for a bunch of paranoid international criminals -- and may take some time to investigate. It's like troubleshooting a system with more than one problem. It takes time.

Personally, I'd just chuck it. Deinstall the country and install a new one -- but then we would get folks complaining that people aren't circuit cards.
