<This is certainly a scandal and an outrage. It probably says as much about what a cesspool Kosovo is, as it does about UN mismanagement of mental health services, though. From what I have heard, things were no better and probably were worse, before the UN got there. Regardless, this is disgusting and must cease.

But I'm not sure it has anything to do with UN troops, any more than the American retirement home scandals (for instance) that you see on 60 Minutes, have anything to do with the USMC.

In my opinion, there are only two things wrong with UN troops, and both are addressable issues:

1) Uneven quality of troops and equipment.

2) Sometimes completely gonzo and self-contradictory rules of engagement and operational mandates.

I think these issues are a lot easier to address than it would be to raise a few more American divisions. And in any case, I don't want to see Americans stuck in the role of peace-keepers in Palestine. We have been there and done that and found it a pretty costly solution. Like Clancy suggested: let's get the Swiss (or somebody) to do it.
